Well, we talk about unexpected tragedies right now… what got jerusalem in the middle of this ? Ultimately it could be anywhere… for instance in Damascus… and who you mean by the " sinners " that who dwelt in jerusalem ?  Well, here (Luke 13:1-5) there came some people to Jesus with a “Why Question” and he gave them an answer… there were two incidents Jesus related to: Pilate had executed certain people from Galilee, quite possibly in the Temple itself where they had come to offer sacrifices to God.  The other incident was the collapse of the tower of Siloam that killed eighteen people. Jesus referred to these incidents: Do you think that these Galileans were worse sinners? Answer: I tell you, No; but unless you repent you will all likewise perish Or those eighteen upon whom the tower (under construction) in Siloam fell, and killed them all, do you think they were worse offenders than all the others who dwelt in Jerusalem?
